Welcome/ Call to Order

Meeting called to order at 1005 by Steve Leapley

 

Presentation

Marcy Metz RN-QA Specialist/Patrick Buttron EMS Specialist (SDCO EMS Agency presented a PowerPoint presentation on San Diego County’s Management of the XXXVII Super Bowl

  • Multiple support from various groups (both federal and local)
  • 70,000 in attendance/10,000 employees
  • Flight restrictions
  • Hospital participation-table top exercises with local and federal agencies
  • Epidemiology unit heightened to detect outbreak diseases

-          QA Net (local database)

-          Nurse call through local HMO

  • Food borne illness seen/no public health illness concerns
  • Heat-related/dehydration
  • 99 patient contacts
  • Lessons learned was environmental component not well addressed

  • Minutes reviewed by group: corrections/additions made Laurie Mejia initiated minutes
  • Corrections of previous minutes made/ changes to add Karen Reynoso as seconding approval of 01/08/03 minutes
  • Motion to approve minutes with corrections made by Karen Reynoso; motion seconded by Mary Jo Vincent. Motion approved by consensus.

 

 

Treasurer’s Report

Dean Grose presented report

  • Balance is currently $2067.41
  • Bank has since restored erroneous fees assessed to C2E2 account

 

 

State EMS Update

Sean Trask introduced Mike Conley. Mike will assume Sean Trask’s position, as he has been promoted. Mike is currently an RN, and was an EMT previously.

 

·            Consolidation with DHS is still not dead issue. Senate budget staff members approached EMS Authority members indicating it is unlikely to be approved. Assembly budget hearing is this month. Review of the consolidation proposal must go through them as well.

·            EMT-I/PM Taskforce finished new regulations, which will go out for public comment in May. 

·            EMT-I revision has been made. The National Registry has been chosen as certification, which will go into effect one year after the implementation of the regulation. Written and skills exam chosen.

·            EMT CE/ PM Taskforce recommends separate chapter for CE. CE requirements status quo. Specific college courses can be acceptable. EMT-I re-testing will be eliminated as long as the EMT-I remains current with CE. Every two years, skills competency based testing will be required during the course of a refresher course.

·            Out-of-state reciprocity/National Registry EMT-I will not have to challenge to practice within the state of California.

·            Optional skills ETT will be eliminated (EMDAC) from trial studies and further progression toward implanting into the basic SOP. The Combitube will remain.

·            Narcan, NTG, bronchodilators, ASA, Activated Charcoal, SQ Epinephrine, Blood glucose check/optional scope. Should a local EMS Agency wish to implement the optional skills, all would have to be chosen. There cannot be only select components chosen.

·            MARK I Kit may be implemented as an optional skill.

·            EMT-Dispatcher guidelines, LACO counsel wanted opinion from the Attorney General’s office, which commented on the recommendations. The guidelines have been approved.

·            Assembly Bill 1655 introduced by Assembly Member Negrete McLeod. Bill requires employers to report any actions taken to the local EMS medical director and the Authority. This bill also authorizes the Authority to impose fines on specific inappropriate conduct. 

·            Vision Project has been implemented.

 

EMT-I Taskforce Update

Elaine Dethlefsen is not present to give report.

 

CCEE Website

Updating needs to be done. Steve Leapley will contact Jim to find out if he will be wiling to continue to manage the website.

  • Mary Jo- EMSA-Edison Field $15.00/ May 25th Orange Co Education and Training/Heather Davis will be asked to present National Registry Instructor Training Class
  • Laurie Mejia-budget issues still plague the department. Lateral FF classes are currently taking place.
  • Ernie Foster-CE. In-house EMT program with AMR. In need of PM/60.
  • Mike Conley-no report. Would like to attend as many of C2E2 meetings as possible.
  • Sean Trask-Busy with regulation packets and the reorganization of EMS Authority staff.
  • Mary Jo Vincent- Ann Boughey is retiring from a full time teaching position will be teaching part-time
  • Karen Reynoso-EMS Advisory at Warner Bros. Concerns-turnover. Wages. Disney Homeland Security update from agencies
  • Donna Schawn-is very interested in the group.
  • Ginger Fallesen-CAHCE 25-27th in Sacramento
  • Cristian Nunez-no report.
  • Dean Grose-Needs employees.
  • Kelly Lazarus-Training institute wants online refresher courses. EMT Certification cards-picture ID on card, improving. Money received for MARK I kits. Expanded scope trial study 1st quarter completed.
  • Steve Leapley- Leaving EMS Agency to work for private sector.
  • Robert Lashier- budgetary issues continue to plague Glendale College.
